Whatever you and the technician find confortable. In most cases, you’re covered with a sheet or a towel and the technician exposes a part to be worked on.
For me l personaly wear only knickers and they place a sheet over me. They then move the sheet around as they need to. It is up to you if you wear clothes or not.
Most massage therapists prefer a full body massage be done without clothes - its easier for them too. Chair massages are always clothed. You can be modest and still get a full body massage, the massuese will keep you covered with a sheet except whatever part they are working on. If you are uncomfortable, have the conversation before your massage starts so that you can relax and enjoy it.
Wear your underwear if it makes you feel better. I am a MT and what is most important is the client’s peace of mind. I see you posted in Injuries. If you are having medical massage, there is a great deal that I do clothed in the case of injured patients.
Yes, I prefer the freedom of not having to work around garments. But it is your comfort that matters most.
In my state it is legal to have a massage ***** (and undraped), but no therapist that is professional would EVER do that (massage an undraped, ***** client), or uncover someone’s privates.

You can go ***** and cover up with a towel.
People generally wear no clothing but have a towel draped over their bottom half.

Usually you just leave your underwear on. But the right answer is what ever you feel comfertable in so that you can actually enjoy it.
